San Antonio Water System finished 2007 with another strong fiscal performance despite unusually wet weather that
resulted in decreased revenues. Sound fiscal health, new partnerships and operational success will drive our region
forward for many years to come.
Increased interest income and refundings of several bonds gave SAWS an opportunity to garner substantial net savings,
again demonstrating our commitment to keep rates among the lowest in the state. For the second consecutive year, our
ratepayers will see no rate increase in 2008. In spite of the wet weather in 2007, SAWS posted a net income of $13.2
million and added $152.9 million in equity.
The most significant of our accomplishments in 2007, however, was the realization of certainty in our water supply from
the Edwards Aquifer through the passage of Senate Bill 3 in the 80th Legislature. I am proud to have sat at the table
with neighbors from agricultural counties west of San Antonio to the down-stream community of Victoria, and all parts in
between. Together, we worked to ensure a stable water future and save the region $250 million through legislation that
has been needed for 15 years.

Managing forward, our commitment to the region is grounded in the success of our employees and will be
realized through:
- Continued commitment to equitable and affordable rates
- Improved operational efficiencies through the multi-year implementation of an integrated software system
and automated meter reading
- New non-Edwards water supplies anchored by a brackish desalination program built on regional partnerships
- Affordable services geared toward supporting the growing economy of the seventh largest city in the country
I commend my SAWS colleagues for executing 2007 with precision and efficiency, and you will find some special
highlights from 2007 in this report.
With the vision and leadership of the Board of Trustees we achieved substantial outcomes last year, and anticipate much
more in 2008 and beyond.
We look forward to serving the region as we continually strive to improve our services to all of our customers and
community partners — a credible promise from your public water utility.
