louse’s team of more than 800 water and wastewater professionals provides the essential services of water production and distribution, wastewater collection and treatment, system maintenance, heating and cooling, fleet, real estate, laboratory, technical services, and energy management.

Production and Treatment provides the essential function of water and wastewater services to customers by 24-hour-a-day monitoring, operating, and maintaining the production and treatment facilities.
The group is responsible for the daily operation and maintenance of the entire potable water production system, the Aquifer Storage and Recovery Facility, all Heating and Cooling facilities, and the Dos Rios, Leon Creek, Medio water recycling centers. The group also manages the Emergency Operations Center.
Distribution and Collection Operations operates, maintains and repairs the 9000 miles of water distribution and wastewater collection systems ensuring our customers receive uninterrupted, quality potable water and associated wastewater services.
Operations Services focuses on providing a quality fleet enterprise, managing the SAWS real estate portfolio, management of all buildings, daily operations of the laboratory and Security across all of SAWS facilities. |

Chief Operating Officer & Senior Vice President
Clouse began his career with City of San Antonio in 1985 working in the analytical laboratory and pretreatment divisions. His positions within SAWS have included operations engineer, operations manager, operations director, technical services director, maintenance director and vice president of production and treatment.
He obtained his undergraduate degree in aquatic biology from Southwest Texas State University, and received his master’s in public administration from Webster University. He currently holds the “A” level Wastewater Treatment Plant Operator Certification and the Registered Environmental Manager Certification.
