Sealed bids are requested by the San Antonio Water System for the labor, materials, equipment, supervision and all work necessary to replace approximately 5,100 linear feet of 36" and 48" wastewater collection system pipelines and construction of approximately 1,700 linear feet of 8" and 24" wastewater collection system pipelines using the Open Cut method, including replacement of approximately 165 service laterals, and replacement of approximately 25 manholes for Roosevelt Avenue Sewer Main Rehabilitation Project, SAWS Job No. 02-3514.

Sealed bids will be received by the Contract Administration Division, 2800 U.S. Hwy 281 North, Customer Center Building, Suite 171, San Antonio, Texas 78212, until 11:00 AM, November 18, 2009. Bids will then be publicly opened and read aloud in the Contract Administration Division, 2800 U.S. Hwy 281 North, Customer Center Building, Suite 171, San Antonio, Texas 78212.

A non-mandatory pre-bid meeting will be held on October 26, 2009 at 1:00 PM at the Contract Administration Office, Suite 171, Conference Room 169 at the San Antonio Water System Customer Center Building, 2800 U.S. Hwy 281 North, San Antonio, Texas.

Each bid must be accompanied by a cashier's check, certified check, or bid bond in an amount not less than five percent of the total bid price.

Interested bidders may obtain one electronic set of plans and specifications from the San Antonio Water System's Contract Administration Office, 2800 U.S. 281 North, Customer Center Building, Suite 171, San Antonio, Texas 78212, between the hours of 8 a.m. to 5 p.m.

The System reserves the right to reject any or all bids and to waive any or all formalities.

This contract is contingent upon release of funds from the Water Development Board.

Any contract or contracts awarded under this Invitation for Bids are expected to be funded in part by a loan from the Texas Water Development Board. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a party to this Invitation for Bids or any resulting contract.

This contract includes a goal for MWBE participation. TWDB document SRF-52, Minority and Women's Business Enterprise Guidance, describes the requirements of this program. The Contractor must provide the SAWS with the information required for MWBE Certification and Participation Summary, TWDB document SRF-373, prior to award of the contract, or provide documentation of a good-faith effort to meet the MWBE goal.
