New Service
A new service refers to the installation of new water or wastewater installations to water or wastewater mains.
- Installing a service(s) to a vacant lot with no existing services.
- Adding an irrigation or fire protection service to a property.
- Installing a separate service for a duplex, town home, apartment, or other like structures.

Sewer Permits Outside City Limits and within the Recharge Zone
A permit is required prior to connecting a private service lateral which is located outside the city
limits and within the Edwards Recharge Zone to the city's sanitary sewer system. A licensed
master plumber must submit a completed application form to the SAWS Resource Compliance and Protection Department. A nonrefundable $40 permit fee must be paid at the time the application is
submitted.
