The San Antonio Water System (SAWS) is pursuing an analysis of the costs of treating certain components of high-strength wastewater generated by commercial and industrial customers. First, SAWS needs to calculate the costs for mitigating biochemical oxygen demand (BOD) and total suspended solids (TSS) under the current program mandated by the City of San Antonio’s Chapter 34 Division 4. Rates and Charges section 34-225.3 and determine if the current Industrial Waste Surcharge is sufficient to recover the costs of the program. Second, SAWS wishes to evaluate the impact of replacing BOD in the current Industrial Waste Surcharge formula with chemical oxygen demand (COD) and develop a fee structure. Finally, SAWS desires to determine the costs for mitigation of fats, oils and grease (FOG) within the sanitary sewer system and to develop a fee system for recovering the costs of addressing FOG, to include the alternative of a FOG surcharge. This analysis will require a qualified consultant or consulting firm.
