Very few people wake up in the morning and say, “Today I’m going to waste some water.” Most water wasters simply don’t know the rules.
By reporting water waste, you’re actually helping SAWS educate your neighbors and the community about what is and isn’t allowed in a friendly, non-threatening way. Here’s how it works:
- Use our online reporting form to tell us about the water waste occurrence you observe. Please give as much information as possible, including location, time of day and a brief description of the problem. What is water waste?

Within a few days SAWS will contact the responsible party by phone, mail or in person to issue a water waste warning – a friendly reminder about the rules. (Note: Watering on the wrong day or time may result in a citation being issued without prior warning, if witnessed in person by an enforcement officer.)
- Most people cheerfully correct the issue reported and the process ends there.

Missing nozzles on spray heads waste large amounts of water. Check regularly to correct problems like these.

After a reasonable amount of time has been given to correct the issue, additional reports of water waste at the same location will result in placement on the SAWS Water Waster List for a period of six months.
- Water Waster List locations receive special attention from patrolling San Antonio Police Department water enforcement officers.
- If an enforcement officer observes any violation at a Water Waster List location, a misdemeanor citation will immediately be issued, requiring a court appearance and possible fine.
