Declaration of Intent to Change Water, Water Supply, Wastewater and Recycled Water Rates

Implementation of new water, water supply, wastewater and recycled water rates effective for consumption on or about Jan. 1, 2018 and Jan. 1, 2019, respectively, is hereby declared. Customers will begin receiving bills that reflect the proposed 2018 rates on or about Feb. 1, 2018, and bills that reflect the proposed 2019 rates on or about Feb. 1, 2019.

Consistent with the notification procedures of Chapter 13 of the Texas Water Code, Title 16 of the Texas Administrative Code and applicable city regulations, the San Antonio Water System Board of Trustees announces its intent to implement new water, water supply, wastewater and recycled water rates.

The new rates, as proposed by SAWS staff, were presented for review at the Sept. 13, 2017 meeting of the SAWS Board of Trustees; final consideration will be given on or after Nov. 7, 2017 by the SAWS Board. The water, water supply, wastewater and recycled water rates ultimately approved by the SAWS Board are scheduled for review and consideration by the San Antonio City Council on or after Nov. 9, 2017. Upon approval by the City Council the proposed 2018 rates will become effective for consumption on or about Jan. 1, 2018, and the proposed 2019 rates will become effective for consumption on or about Jan. 1, 2019.

The charts below, presented in a format required by the State of Texas, represent samples of comparisons of current and proposed billing amounts for different levels of consumption across various customer classes as required by state law.

The charts below show how the new rates will affect customer bills for various consumption levels.

These amounts are required by the State of Texas and do not reflect typical water use by SAWS customers. About 83 percent of residential customers use less than 10,000 gallons and 97 percent use less than 30,000 gallons.

Outside City Limits.

General Class

Includes Commercial, Industrial and Apartment customers.

Base Consumption

100 percent of average monthly consumption of prior year.

Average Winter Consumption

The period of service beginning on or after Nov. 15 of each year and ending on or after the completion of three full billing cycles in March of each year. Residential wastewater bills are based on this average.

Seasonal Period

Water rates applied to all billings beginning on or about May 1 and ending after five complete billing months on or about Sept. 30 of each year. (Applies only to Recycled Water rates.)

Standard Period

Water rates applied to all billings beginning on or about Oct. 1 and ending after seven complete billing months on or about April 30 of each year. (Applies only to Recycled Water rates.)
