2008 Special Service Fees
Effective Jan. 1, 2008
In the utility industry, it is customary to assess a range of fees for special services that are associated for the benefit of a particular customer. These fees are designed to recover costs associated with providing special services and help decrease pressure on system-wide rates, which otherwise subsidize special services provided to limited groups of customers.
San Antonio City Council recently approved the implementation of new San Antonio Water System special service fees. These new fees will become effective on or about Jan. 1, 2008.
Account Deposit
- Residential water/wastewater deposit $72; Affordability Program-qualified customers, $55
- New wastewater-only account deposit $36; Affordability Program-qualified
customers, $18
Itemized Statement Fee
- Hourly fee for preparing statements $13
Meter Trip Fee
Customer-requested trips to residences for meter activations/deactivations
- $10 per trip
- Affordability Program-qualified customers, fee: $5
Industrial/Commercial Business Fees
Industrial Waste Permit:
- $4,500 fee per five year non-categorical user
- $6,000 per five year categorical user permit
Industrial Discharge Sampling Fee
- $400 fee per sample for Significant Industrial Users (SIU)
- $3.84 per month for non-SIU permittees
Liquid Waste Hauler Permit
- $246 per year (appx $20/month)
- $10 per record book submitted
Laboratory Testing fees – (for 93 permit holders and private firms using lab services)
- Bring testing fees up to industry standard

Effective Jan. 1, 2008
Development Related Fees
Lift Station Use & Maintenance
- One time fee of $87,410 covers lift station maintenance cost
for 10 years
- Only affects new lift stations
Fire Flow Test
- $34 flat fee per test of emergency system
Fire Hydrant Water Usage Rate (Typically, water used at construction sites)
- Charge of 13.66¢ per 100 gallons of water used for all areas of city
Well Inspection Fees
- $320 monitor plugging of old wells
- $384 monitor drilling of new wells
Encroachment Processing Fee
- $430 per application processed
