San Antonio Water System (SAWS) was created in May 1992 through the consolidation of three predecessor agencies - City Water Board, City Wastewater Department and Alamo Water Conservation
and Reuse District. Today we are one of the premier utilities in the country with exemplary programs
in water resource development, conservation, watershed protection, wastewater treatment and agricultural support. The following report details some of the many successes we experienced in 2003.

At San Antonio Water System, we take our jobs very seriously. We not only accept the role of being your stewards of this precious commodity we call water – we embrace it.
Stewardship can be defined as “assuming responsibility to properly manage an asset with regard to the rights or concerns of others.” At SAWS, we look upon this generic ideal as merely a starting point to launch a deeper commitment to you. A serious commitment, as outlined in this report, that specifically addresses a myriad of challenges and issues surrounding this vital resource, such as:

- Community Involvement
- Financial Resources
On the surface, water is a simple, pure element yet one that is also intrinsically complex. It’s one of the few things that touches all of our lives, binding us together. Conservationist John Muir may have best summed up water’s significance when he wrote . . .
