Our community entrusts us to deliver a reliable, low-cost and continuous supply of high
quality water. Whether for quality of life, economic development, medical care, or recreation, San Antonio Water System’s role in the delivery of water and wastewater services is basic to the survival and well being of this dynamic, rapidly growing community.
Last year we faced challenging decisions about our operational direction and our community’s water future. The Board of Trustees knew, however, that through sound governance SAWS could meet those challenges head on.
Our vision called for effective operational leadership and for a secure future concerning our community water supply. We were guided by a deep commitment to stewardship and a strong sense of community obligation. These decisions have proved to be the formula for success at SAWS.
The implementation of this vision began with the hiring of David E. Chardavoyne as our President/CEO. David brought effective private sector experience to a municipal utility that was chartered to run like a business. He directed a plan of success that in one short year began to manifest itself more quickly than we anticipated.
Our vision continued to be realized with the approval of the Water Resource Plan Update 2005. This significant plan review prioritized our long-term water projects and shifted our focus to a more regional perspective.
As you will see in this report, our end-of-year financial results show that we have become an organization that embodies the definition of productivity and efficiency. SAWS could not be better positioned to accommodate our community’s rapid growth and lead the regional charge in providing a reliable supply of quality water.
In large part, we owe a debt of gratitude to the hard work that was performed every day in 2005 by the Executive Management Team and our skilled employees. Our future looks bright with such dedicated employees supporting the vision.
We have all made great strides forward in the last several years, and I am proud to have played a role in those changes. I am confident that Alex Briseño, our next Chairman of the Board, will ensure continuity and progress at SAWS.
On behalf of the SAWS Board of Trustees, we enthusiastically look forward to serving each of you and remain confident in achieving another successful year in 2006.
