SAWS'
Planning, Programming, and Quality Control Group acquires
water resources, plans infrastructure needs, engineers and
constructs projects, and manages the most aggressive water
conservation program in the U.S. The PPQC group also plays
a significant role in protecting San Antonio's water quality
by enforcing local environmental regulations and water quality
sampling and analysis.
SAWS' Stormwater Division has already earned the
reputation of being the finest in this part of the country.
EPA's Region 6 administrators routinely call on SAWS storm
water specialists to conduct field training for other cities
around the state.

environmental excellence, PPQC is a group of dynamic
professionals charged with meeting some of San
Antonio's most critical infrastructure needs.

As part of a move to become a national environmental
leader in the industry, PPQC initiated an agency-wide environmental
management system where environmental best practices are incorporated
in day-to-day business activities of all SAWS departments.
From an engineering perspective, PPQC plans and
executes an annual $110 million dollar capital improvements
program, targeting 70 percent of those dollars for replacement
of existing infrastructure and 30 percent to ensuring SAWS
facilities are ready to meet San Antonio's growth requirements.
Once that critical infrastructure is in the ground, PPQC engineers
have employed new hydraulic modeling technology to increase
system operations efficiency. The modeling software has also
been put to use in master planning, project design work, and
in determining oversizing requirements when working with private
engineering firms.
Due to PPQC's duties in system planning,
the group also heads up SAWS' collaboration
with the City of San Antonio's Economic
Development Foundation. SAWS plays a
crucial role in the City's efforts to bring major
employers to San Antonio by making certain
that any new company's water, wastewater
and water recycling needs are met.
