Everyone at SAWS is responsible for continually raising the standard in customer service
excellence. Among our highest priorities are:
- Making it easy for our ratepayers to do business with us.
- Providing a reliable, high-quality service at affordable rates.
- Being sensitive and helpful to customers in need.
Customer Convenience
In addition to processing payments over the phone, we began accepting personal check
payments over the Internet. This benefit provides the option of using a check or credit card
for same day payments.
Also, SAWS “eBill” lets our customers view and pay their water bill online via our own
secure website at www.saws.org. For added convenience, we brought online billing inhouse
in early 2004. By the end of the year, the number of ratepayers using our website to
view or pay their bill had more than tripled.
More than 10% of our customers use eBill, as we process over $1 million in electronic
payments each month.
In addition to the new phone and ebill payment options, SAWS negotiated an agreement
with Western Union to accept in-person payments at 70 convenient “pay agency” locations
throughout the city. These sites include most H-E-B and La Fiesta supermarket locations,
as well as Woodforest National Bank branches located in Wal-Mart stores.

Affordability
We offer a variety of innovative, financial assistance programs to aid low-income
(or financially challenged) customers with their utility bills. Our sliding scale discount,
designed to provide the most help to those most in need, is coordinated through the City
of San Antonio’s Community Action Division. In 2004, through the following programs,
we assisted 15,000 - 20,000 SAWS ratepayers each month with an annual expenditure of
more than $1 million:
- Project Agua
- Senior Citizen and Disability Penalty Waiver Program
- Plumbers to People
- Affordability Discount
