1991 Jan. The Special Legislative Committee on the Aquifer submits its final report to the Legislature.
1991 Feb. The City submits its proposal for water Legislation to include provisions for regional participation and re-establishes the City's intent to continue its use of the Aquifer as well provide for alternative sources including conservation.
1991 March Consensus reached that mediation attempts failed.
1991 Living Waters Artesian Springs Ltd. begins catfish farm operations, although the actual drilling of wells started in late 1988 and early 1989.
1991 City Council adopts Ordinance # 67518 requiring triple containment for underground
storage tanks on the Edwards Recharge Zone.
1991 April The Lawn Watering Ordinance comes into effect and enforcement begins.
1991 May The City adopts plumbing code revisions to require low-flow toilets and other water saving devices to be used for new construction and replacement beginning one year from effective date of the ordinance.
1991 May The voters of San Antonio vote to abandon the Applewhite Reservoir Project. Council affirms the election in subsequent vote and directs the CWB to begin measures to abandon the project. CWB in turn sues the City in question of legality of election.
1991 The Sierra Club files a lawsuit against the Dept. of the Interior alleging violations of the Endangered Species Act at the San Marcos and Comal Springs. Legislature fails to adopt Aquifer Management Legislation.
1991 Legislation is approved establishing underground water districts for Medina County.
1991   Citizens Committee on Water issues report.
1991 June CWB files report with Council on cost of Applewhite abandonment plan.
1991 July Council passes resolution #79-35-74 requesting the CWB to proceed with Applewhite.
1991 August CWB initiates litigation to determine validity of initiative ordinance requiring abandonment of Applewhite.
1991 First meeting of Mayors Citizens Committee on Water to determine the water needs throughout the year 2040.
1991 Passage of legislation to place 2 year moratorium on the drilling of free-flowing artesian wells of 5,000 gpm or greater, and to remove aquaculture from the portion of the Water Code stating the water used cannot be considered a waste.
1991 CWB filed objections to TWC issuance of AWCRD Permit.
1991 Sept. TWC begins reviewing CPS, CWB,AWCRD, and CSA water related agencies.
1991 Joe Aceves is named coordinator for all CSA water related agencies.
1991 Oct. Mayor Bruce Todd from Austin, begins leading negotiations to develop a regional solution for managing the Edwards Aquifer.
1991 CSA provides part 1 of the stormwater monitoring program to EPA.
1991 Nov. The Texas Attorney General initially rules that ground water regulation can be undertaken by the TWC under 313.011 of the water code.
1991 Nov. Living Waters Catfish Farm stops operations due to threats of suits from EUWD and TWC.
1991 Dec. City Council gives approval for staff to develop plans for consolidating water agencies.
1991 City Council adopts ordinance requiring triple containment for underground storage tanks on the Edwards Recharge Zone.
