1998 Jan. EAA rules take effect beginning interim pumpage authorization for Edwards Aquifer 1998 users.
1998 Jan. Commercial Use rate increase unanimously approved by City Council.
1998 Jan. Senate Bill 1 planning regions adopted statewide. Bexar County is part of Region L.
1998 Jan. 20 EAA adopts rules for regional well permits.
1998 Jan. 22 Living Waters intervenes in the Wells lawsuit.
1998 Mar. 9 Initial meeting of SB-1 Regional Planning Group L.
1998 Mar. 12 Living Waters files lawsuit to seek injunction against EAA to prevent implementation of theirpermit decisions arguing procedural and substantive flaws in EAA permit rules.

TWDB designates 16 "Planning Areas" for development of Regional Plans.

1998 May 19 SAWS acquires the Stinson farm in Medina County, first acquisition of agricultural property

1998 May 28 SAWS acquires 151 acres along the Leon Creek in San Antonio together with an estimated
3,000 acre feet of Edwards Rights and surface water rights.
1998 June First Citizen Advisory Panel appointed Regional.
1998 June Water Resource Development Group meets for first time.
1998 July Landowner Sues EAA claiming private property Preservation Act was violated by EAA's Permit rules since no "Takings Impact Assesment" TIA was performed.
1998 Aug. 5 Judge Hart in Austin issues a temporary injunction suspending the EAA Permit Rules and
action on permit applications.
1998 Aug. 5 SAWS files protests against EAA permits that don’t meet required conditions.
1998 Sept. Ground breaking ceremony for Recycling Project.
1998 Oct. SAWS board of Trustees approve the 50 year water plan, entitled "Securing Our Water Future
Together".
1998 Nov. 4 District Court rules for landowner, finds Act requires EAA to perform "TIA".
1998 Nov. 5 Fifty year water plan approved unanimously by city council. This is the first long term water plan
adopeted by the City of San Antonio.
1998 Dec. SAWS board executes contract with CPS for purchase of water rights from CPS owned property in Bastrop County.
1998 Dec. Final Judgement in Wells, et al Vs. EAA finds administrative procedures act requires assestment of rules by agency prior to adoption.
1998 Dec. SAWS board executes supply contract with ALCOA for 40,000 - 60,000 acre feet of ground water from property owned by Alcoa in Milam and Lee Counties.
