Senior Vice President & Chief Operating Officer
Mike Frisbie joined SAWS in December 2018 to serve as senior vice president/chief operating officer.
Prior to joining SAWS, Frisbie was the City Engineer for the City of San Antonio and served as Director of the Transportation & Capital Improvements department. He worked with the engineering, architectural and contracting communities to produce long-lasting projects. Under Frisbie’s leadership, TCI managed the largest capital improvement program in the city’s history, including the $325 million Convention Center expansion.
Other capital projects included the San Antonio International Airport’s terminals and consolidated rental car facility and the Alamodome renovation. In Frisbie’s 11 years with the City of San Antonio, he successfully oversaw $2 billion worth of infrastructure improvements. During this time, Frisbie worked closely with SAWS to deliver many projects together. Prior to Texas, he also worked in the public and private sectors in Arizona and Utah.
Frisbie grew up in Sheridan, Wyoming and received his Bachelor of Science in civil engineering from the University of Wyoming. He is a licensed professional engineer in the state of Texas and is involved in many community organizations.
Frisbie’s team of more than 800 water and wastewater professionals provides the essential services of water production and distribution, wastewater collection and treatment, system maintenance, central cooling, fleet, technical services and energy management.
Distribution and Collection Operations – Operates, maintains and repairs the 12,000 miles of water distribution and wastewater collection systems ensuring our customers receive uninterrupted, quality potable water and associated wastewater services.
Engineering and Construction – Develops and manages the SAWS Capital Improvements Program and performs engineering analyses of existing facilities and new infrastructure planning to meet the demands of the growing community.
Production and Treatment – Provides the essential function of water and wastewater services to customers by 24-hour-a-day monitoring, operating and maintaining the production and treatment facilities.
