Senior Vice President & Chief Operating Officer

Clouse has served the community and SAWS for more than 25 years. He’s worked his way through the ranks, serving as operations engineer, operations manager, operations director, technical services director, maintenance director, vice president of Production and Treatment and chief operating officer and senior vice president.

He obtained his undergraduate degree in aquatic biology from Southwest Texas State University, and received his master’s in public administration from Webster University. He currently holds the “A” level Wastewater Treatment Plant Operator Certification and the Registered Environmental Manager Certification.

Utility Operations

Clouse’s team of more than 800 water and wastewater professionals provides the essential services of water production and distribution, wastewater collection and treatment, system maintenance, heating and cooling, fleet, technical services and energy management.

Distribution and Collection Operations – Operates, maintains and repairs the 9,000 miles of water distribution and wastewater collection systems ensuring our customers receive uninterrupted, quality potable water and associated wastewater services.

Engineering and Construction – Develops and manages the SAWS Capital Improvements Program and performs engineering analyses of existing facilities and new infrastructure planning to meet the demands of the growing community.

Production and Treatment – Provides the essential function of water and wastewater services to customers by 24-hour-a-day monitoring, operating and maintaining the production and treatment facilities.

Vista Ridge Project – Integration of the Vista Ridge Pipeline water project, which is scheduled to come on line in April 2020.  This water project is critical to San Antonio’s future, as it will secure an affordable and sustainable water supply for the next 50 years.

Engineering and Construction Develops and manages the SAWS Capital Improvements Program and performs engineering analyses of existing facilities and new infrastructure planning to meet the demands of the growing community.

Fleet & Facilities – Provides vehicles, equipment and maintenance service, and fuel for company employees; maintains corporate vehicle pool program; ensures that vehicles and heavy equipment are properly maintained and in good working condition. Facilities Management provides building management and maintenance services; also space planning, office reconfigurations, and oversight of all facility construction projects; oversees collection and delivery of SAWS mail, and manages the corporate cafeteria.

Heating & Cooling – Operate heating and cooling systems that serve downtown San Antonio through a network of underground pipes.

Energy Management – Evaluates existing energy consumption and use, develops and maintains the energy database, and reviews new technologies for application to SAWS.
