‘Water Forward’ plan will renew, strengthen infrastructure
San Antonio has a well-earned reputation for forward-thinking water management. That legacy entered its next chapter May 19 when SAWS Trustees unanimously approved a four-year rate proposal to renew and revitalize our city’s water and sewer systems.
Water Forward – Strengthening Water & Wastewater Infrastructure is a $3.2 billion program to improve essential systems across the city, from replacing aging water pipes to modernizing outdated treatment plants to installing emergency generators and more.
SAWS officials have been meeting with customers across the city for months to make sure they know the urgency of the infrastructure needs driving the rate request.
“We have conducted over 60 community meetings, including neighborhood and homeowners’ association meetings,” said Cecilia Velasquez, vice president of customer experience. “I can attest that after we explain the need for the rate adjustments, we have not received pushback from the attendees.”
The plan now goes to San Antonio City Council for consideration. If approved, the new rates would increase the average household SAWS bill by less than $5 a month in 2026.
“I like the plan that you’re putting forward,” Board Chairwoman Jelynne LeBlanc Jamison told SAWS staff. “I know that sometimes we are asked to make tough decisions during tough times. But I want to appreciate those who are willing to support this plan because it is visionary and it will promote resiliency for our community.”
At press time, City Council was expected to vote on the proposal at its June 11 meeting. If approved, the rates would take effect on or after July 1 with the new charges appearing on August SAWS bills.
Even with the new rates, the average residential SAWS bill would still be among the lowest in Texas. And our Uplift assistance programs will expand to protect even more of our neighbors in need while keeping rates stable for customers already enrolled.
