SAWS Uplift helps bring ‘Plumbers to People’

SAWS’ Uplift assistance program has been expanded to help even more neighbors in need.

Plumbers to People and Laterals to People help income-qualified residential customers repair water leaks and sewer pipes. To qualify, customers must meet income requirements, own and live in their home, and have a home valued under $300,000.

In 2024, San Antonio City Council member Teri Castillo requested an expansion of these programs to better serve vulnerable households. The City of San Antonio’s Neighborhood Housing Services Department committed $250,000 to support Plumbers to People and $500,000 for Laterals to People in their 2025-2026 budget.

These funds will be used for a one-year pilot program to expand the scope and reach of SAWS programs. Because some repairs require construction beyond just plumbing, SAWS plans to partner with Merced Housing Texas to provide repair assistance up to $10,000 per home.

The program will also help customers take care of shared or improperly routed sewer connections.
