SAWS is replacing aging water mains that have experienced frequent breaks. The 2023 Water Main Replacement Project 4 includes three construction sites, one of which is located on E. Hildebrand Avenue.
E Hildebrand Site: Installation will be along Hildebrand Ave and Old Hildebrand Ave from the intersection of McCullough Ave to Devine Road.
We will employ traffic control to minimize disturbances, but you may see detours and lane closures in work areas as lines are being replaced. At times, we may need to temporarily shut off water service to connect new lines to the existing system. If your service will be affected, we’ll notify you in advance.

What to Expect Before Construction Begins
October 1, 2026
Customers may see activity in the area beginning October 1, 2026, as crews prepare for construction. This work will include installing project signs, marking underground utilities, and setting up electronic message boards to help keep the community informed.
Plan ahead, since temporary street closures may affect your commute. Electronic message signs will be posted in various areas in early October to provide advance notice with links for information or project updates.
Lane closures will start in late October as crews begin locating underground utilities. Construction is anticipated to begin on October 26, 2026. Once work starts, portions of Hildebrand will be completely closed 24 hours a day, 7 days a week.
The map at the top of the webpage shows the planned construction phases, including when and where full road closures will occur, so residents and businesses can better prepare for work in their area.

SAWS Shares Water Line Replacement Plans
September 21, 2026
SAWS staff hosted a meeting with residents and businesses from District 1 at the SAWS Customer Service Building to provide an update on the upcoming water infrastructure project that was approved by the SAWS Board of Trustees on Sept. 1.
Set to begin October 2026, this project replaces 4,600 feet of water main – a little over the length of six Towers of the Americas!
During the presentation, SAWS shared information about the project schedule, upcoming construction activities, contractor information, and what residents can expect in coming months. Attendees asked questions about how the work may affect their homes, neighborhood streets, and traffic in the area. District 1 Councilwoman Dr. Sukh Kaur also attended the meeting and shared information about construction activities and traffic impacts.
