VP - Production Operations
Roger is a native San Antonian who graduated from Luther Burbank High School in 1990 and joined the U.S. Navy, where his career in water production started. He joined the former Bexar Metropolitan Water District in 1994 and reached the position of Director of Operations prior to merging with SAWS in 2012. Soon after joining SAWS, he was assigned as Interim Director and currently serving as Sr. Director – Production Operations overseeing more than 100 employees within key groups including the Control Center, Water Treatment Plant Operations, Mechanical & Electrical Maintenance and Instrumentation & Controls staff.
Roger has over 30 years of water operations experience with broad operational background in water production, treatment, distribution, maintenance, and regulatory compliance. He had a key role in the operational start-up of the Agua Vista Water Treatment Plant to ensure delivery of the largest new water supply for San Antonio, and the Brackish Groundwater Desalination Treatment Plant increasing SAWS’ diversified water portfolio.
He graduated from Texas State University in 2014 with a Bachelor of Applied Arts & Science degree and a Certified Public Manager certification. Roger holds a Class “A” Water Operator license in the state of Texas and serves as SAWS’ Operator of Record leading emergency response coordination for large scale water production emergencies to ensure uninterrupted 24-hour water service to our customers. He holds extensive credentials through National Incident Management System (NIMS) training to assist during emergency events impacting SAWS’ water production operations.

The Production Operations Group provides the essential function of managing the year-round 24-hour-a-day operation of the water system.
